Casual (As needed) General Definition and Scope of Job The Pre-Admission Review Clerk is responsible for a broad spectrum of duties beginning with the initial patient contact via telephone, internet or email prior to hospitalization to obtain information for pre-registration.
This information includes personal demographics, insurance verification, pre-certification authorizations, charge estimations, financial counseling, notification and referrals, per hospital contract requirements.
Provides diversified clerical and support services for the Scheduling and Patient Registration Departments.
Informs patients of their obligated out of pocket expense and secures all information necessary for billing.
Must be knowledgeable in specific requirements pertaining to insurance's MSP (Medicare Secondary Payer), to insure accuracy and compliance.
Monitors through system reports missing information on admissions.
The Financial Counselor prepares and maintains monthly bad debt reports, responds to patient inquiries, prepares weekly patient pay report and performs cashier functions.
The Financial Counselor also interviews inpatients with no insurance to either set up payment arrangements or introduce the Medicaid Advocate.

Initiate the pre-registration process.
Reviews all scheduled tests, pre-admissions, elective admissions and outpatient procedures as necessary to ensure complete and accurate financial information and documentation is available.
Verify insurance information to include screen prints from on-line inquiry, systems or insurance information sheet completed from telephone inquiry.
Identify pre-certification requirements and coordinate with utilization review via email/pager to assure that the pre-certification is obtained in a timely manner.
Obtain the pre-registration patient information form from the scheduler.
Proceed with pre-registering the patients either via internet, email or phone.
Inform patients of their co-insurance and deductible amounts for financial management prior to their admission when applicable and refer to financial counseling for pre-payment.
Update computer system with any updated information (i.
e.
demographic, insurance) to assure accurate claim forms are produced for the billing staff.
Input notes in the computer system regarding insurance benefits and payment arrangements to assure both billing staff and financial counselors have complete information for billing and collection processes.
Acts as liaison with other hospital departments and physician office staff to coordinate the pre-verification, authorization and referral process.
Monitors through system reports missing information on admissions.
Other duties as assigned by the Department Manager.
High school graduate with ability to read, write, and speak English effectively.
Ability to communicate effectively with all types of patients.
Ability to type 60 words per minute.
Good working knowledge of business machines; CRT's, typewriters, copy machines, calculators, microfiche viewer, phones and personal computers.
Working knowledge and/or classes in bookkeeping or accounting.
Hand eye coordination with ability to write information in limited space.
Ability to compose letters using proper English grammar and punctuation.
Flexible and able to adapt to new policies and procedures as they occur.
Prior collection or Financial Counselor or experience required.
Ability to deal with frequent interruptions and remain on task.
Pleasant speaking voice with the ability to communicate well with the public.
What are the Minimum Skills, Experience and Educational Requirements? One year of Business Office or Insurance Verification experience preferred, with understanding of medical and insurance terms.
On the job or equivalent training in Admitting Procedures.
High school graduate with courses in business and computers.
Ability to read, write and speak the English language effectively.
Must have excellent communication and customer service skills.
Must be able to type 50 wpm, error-free.
Experience with computer, copy machine, fax and other office equipment preferred.
What are the Critical Demands of the Job? Must be able to sit approximately 80% of the day as required.
Must be able to type/keyboard at least 70% of the day as required.
May be exposed to patients with contagious conditions.
Work is subject to frequent interruptions and changing priorities.
Must be able to relate to patients of all age groups.
May be required to assist transporting patients in wheelchair.
Must be able to remain calm when exposed to emergencies including illness (mental and physical), disease, trauma and death.
Must be accurate with attention to detail.
Proficient with Word and Excel.
Must be able to open file cabinet drawers using push/pull force.
Must be able to lift 40 lbs to a maximum 4-5 feet What are the Working Conditions? Works in well-lighted office environment with comfortable surroundings.
